Weekly Qualifications Summary email

It's a core principle of reporting systems that the information they deliver should be clearly actionable. 

The "Weekly Qualifications Summary" report that I received this week had 4 officials with an expired DBS on it

For 3 of these officials an application was already in progress and past the stage where we as a club can do anything but wait (actually for one of these they HAVE a DBS but that's a separate data issue already reported).

For the 4th, the DBS is no longer mandatory as the team they are coaching no longer has players under 18.

The email should distinguish between those items we must do something about, those we could do something about, and those which we cannot do anything about other than wait for the application to proceed.
