Linked parents for under 17 and under 18 for payment

Currently anyone over the age of 16 cannot link a parent. Under 18 and 17 still have the parents paying fees and this should be available .

Hi - this has been implemented within the new system and players aged 16 years and over can have a Parent/Carer assigned to them.
