Affiliating Clubs without Teams

It would be helpful to define how/when a club can affiliate as an organisation if they have no active Teams. We have a number of Clubs who wish to continue their County FA membership to retain ownership of a Club name, even though they are not currently active. 

Prior to the move over to PFF we allowed some Clubs to reaffiliate with a Friendly Team and would waive the Team fee cost if they provided assurances they did not actively play matches, however I am conscious this could impact data and proxies going forward, and may cause issues with qualifications etc.

Some level of Club membership could be helpful
