MOAS & Referee Appointments

What are the blockers on grassroots leagues being able to adopt MOAS as well as County FA’s? Having a central system for officials to declare availability and having one single source for appointment officers to use for appointing to all leagues would greatly improve things. We also have disparity where we have clubs involved in higher steps of football that are scoring referees differently to those making schemes listed on Full-Time, there needs to be consitency.
