Referee assignment to fixtures

I would suggest allowing referee appointments to be assigned even if teams are not confirmed yet. This meaning if a tie from the previous round is still outstanding however the home team is confirmed in the current round we can then assign a match official to the fixture in preparation for the away team being confirmed. This would reduce time taken for appointing officials and also allow more advanced notice to clubs & referees.
