Confirming players who have taken part in a fixture

When a team enters their match return on FT, there is currently no compulsory requirement for the team administrator/manager to complete the list of players who actually took part in the fixture. This makes it impossible for a league or a CFA to prove, for example, that a player is cup tied, played whilst under a suspension, etc.
Is there any way that listing the players who took part in a game can be made a compulsory question.
